Percent literally means divide by one hundred. So divide the number by 100 and then bring that fraction to lowest terms.
Lets say the percent is 35%, then you take that 35% and use it as the top number of the fraction.
35/?
Now you still need the bottom number. All you do is put 100.
35/100
Then you simplify and it should be :
( 7 * 5 ) / ( 20 * 5 ) = 7 / 20
So really it is the percent that you have over 100, then you simplify.
Examples:
30 % = 30 / 100 = ( 3 * 10 ) / ( 10 * 10 ) = 3 / 10
44 % = 44 / 100 = ( 4 * 11 ) / ( 4 * 25 )= 11 / 25
74 % = 74 /100 = ( 2 * 37 ) / ( 2 * 50 ) = 37 / 50
