The tertiary Manager probably has a lot of area staff and experts he can count on for support when needed.
The small town country hospital is on his own, and when thing develope, he is on his own.
So, the country manager needs to be a person of imaginative resources. He has to be a good people person...he just cant fire folks when errors occur, as there is no backup.
