Hmmm. With 9x^2 in it, the upper limit is infinity, if the domain of x is all real numbers.
Now lower limit:
f'=18x-2=0
x=1/9 or F(lower)=9/81-2/9-2=-2 1/9
Now lower limit:
f'=18x-2=0
x=1/9 or F(lower)=9/81-2/9-2=-2 1/9
