<i>explain the concept of "a belief in equal rights has often led to the belief in equality of opportunity"</i>
I would take the first part of the quotation (a belief in equal rights) and define and explain that in a paragraph or two, and then take the second part (the belief in equality of opportunity) and define and explain it in one or two paragraphs.
I would list names of people who have been instrumental in promoting each of these concepts and include at least one or two in each section.
Do you need to write a full-blown essay or just 3 or 4 paragraphs?
