if atoms give off light, why don't they glow?

They do glow when an electron moves from a higher energy level to a lower energy level. Ever seen a neon sign? That's glowing. Fluorescent lights? That's glowing. But ordinary atoms just moving around here and there don't have electrons doing their thing so they don't glow.
