    i suppose this means that (17,8) is a point on the graph or a solution to the equation,, if so, it means we need to find for the slope, m.
substituting the x- and y-coordinate to the equation:
y = mx - 16
8 = m(16) - 16
8 + 16 = 16m
24 = 16m
24/16 = (16/16)m
3/2 = m
rewriting the equation,
y = (3/2)x - 16
hope this helps~ :)
