HOW DID THE GROWTH OF CITIES LEAD TO FORMATION OF GOVERNMENT? AND WHAT IS THE STONE AGE?

When people live in small family groups, government isn't necessary. However, when people live in cities, more conflicts arise, and a central authority must be in control of services for the people. Also -- not everyone is needed for growing and harvesting of food. Those with more leisure time can pursue government, religion, and other specializations of labor.
