You're right. In addition, the Maritimes had close economic and cultural contact with Britain than the rest of British North America. The Atlantic Ocean provided a "highway" that was more efficient than any that existed between the Maritimes and most of the rest of BNA.

Why did the Maritimes not favour Confederation?
The only information I know is that they saw themselves as mature, independent colonies. Did they think that the union was not a fair idea or something?
