You probably mean
(x-2)/(8x^2-32) = (1/8)*(x-2)/(x^2 -4)
Now factor the denominator and cancel the (x-2) in the numerator.
You should end up with 1/[8(x+2)]
(x-2)/(8x^2-32) = (1/8)*(x-2)/(x^2 -4)
