Add 9 to both sides of the equation. The direction of the < sign will not change.

After you have done that, divide both sides of the resulting equation by 8. (That is the same as multiplying by 1/8)

You should end up with an inequality of the form

x < ___

The direction of the < sign stays the same in the second step, because the multiplier was a positive number.
