how do i know if the points of the boundary line of a graph are on the boundary line or if they are below it?

Points that are plotted ON the boundary line, or x axis, are not below it.
Is the x axis the lower boundary of the graph? Sometimes one plots data that can be both positive and negative.
The lower boundary should have all data points above it
