I need help multiplying the fractions out.
The question is...

x/3 + y/2 = -4
x - 3y = 6

( x/3 is a fraction )


To rid an equation of fractions, simply multiply everyting (both sides, too) by the denominator. In this case you have two numbers in the denominator so multiply by both; i.e., by 6
x/3 + y/2 = -4 becomes
2x + 3y = -24
