Find the % of increase or decrease in changing from the first number to the second.
20 to 17 = what % of decrease?
How do I figure this? Do I divide first the 20/17 whih equals 1.176 and that is my % of increase 1.18?

20-17 = 3 = actual decrease
precent decrease is [3/20]*100
