HOBr ==> H^+ + OBr^-

Ka = (H^+)(OBr^-)/(HOBr)
Convert pH to H^+ and substitute into Ka expression. OBr^- is the same as H^+, substitute into Ka expression. HOBr = (0.55-H^+). Substitute into Ka expression. Solve for Ka.
