I tried to cross-mulitplied and I got 3x+35=8. I divided -27 by 3 and I got -9. Is this right?

Not quite.

Given 3/7x + 5 = 8
Multiply through by 7x yields
3 + 35x = 56x
3 = 21x making x = 1/7.
