y '' = 4x+3
y' = 2x^2 + 3x + C
when x = -3, y' = 2
2 = 18 - 9 + C
C = -7
so y' = 2x^2 + 3x - 7
then y = (2/3)x^3 + (3/2)x^2 - 7x + K
when x = -3, y = 1
take it from there by solving for K
y' = 2x^2 + 3x + C
