The United States has pursued a multilateral approach in Syria by working with a wide range of allies and international institutions to combine military, diplomatic, humanitarian and accountability efforts. Washington leads and coordinates the Global Coalition to Defeat ISIS—now including roughly 80 partner countries—that provides shared intelligence, airstrikes, training and stabilization support to local partners such as the Syrian Democratic Forces. At the same time the U.S. coordinates sanctions and diplomatic pressure (including implementation of the Caesar Syria Civilian Protection Act) with European and other partners, has joined with the UK and France in limited strikes to deter chemical-weapons use, and cooperates with the OPCW on investigations. It also works through the United Nations—backing Geneva talks and pushing for cross-border humanitarian access and large donor contributions—to mitigate civilian suffering, while engaging bilaterally with regional actors like Turkey and Iraq to manage security tensions and reduce the risk of renewed extremist resurgence.
