Neither b nor c is ideal. Best practice is to first sprinkle (or pour through a sieve) the powdered gelatin onto cold water and let it "bloom" for 5–10 minutes, then gently heat the bloomed gelatin (warm, not boiling—≈40–60 °C) until it fully dissolves. Do not boil gelatin (boiling reduces gelling power) and avoid dumping powder straight into very hot liquid (it can clump).
