I don't think 4 is right because the statement says that Americans (not just San Franciscans) love to eat it.
Frankly, I don't like any of the choices. If you must choose, I'd go with 1.
How would you rewrite the following claim to remedy problems of ambiguity?
Do not assume that common sense by itself solves the problem.
"Two million times a day Americans love to eat,
Rice-a-Roni -- the San Francisco treat."
ANSWERS:
1. Two million times a day Americans love to eat ...
2. Two million Americans eat Rice-a-Roni.
3. Be like two million San Franciscans and eat Rice-a-Roni.
4. Two million people per day in San Francisco eat Rice-a-Roni.
IThink the answer is no. 4
