Brazil is a federative presidential republic: the head of state and government is the President of the Federative Republic of Brazil, who runs the executive, commands the armed forces and shapes policy; the president is elected by popular vote for a four‑year term (eligible for one re‑election), with a runoff if no candidate wins a majority. Cuba is a one‑party socialist republic led by the Communist Party of Cuba: the formal head of state and government is the President of the Republic, but the most powerful party office is the First Secretary of the Communist Party; the president is elected by the National Assembly (whose candidate nominations and elections are tightly controlled by the party), and the First Secretary is selected through party leadership processes. In Mexico and Brazil citizens participate in competitive, multiparty elections at national and local levels and directly choose many of their representatives; in Cuba citizens vote in state-organized elections for municipal and National Assembly delegates but political competition is limited to candidates approved through party‑controlled procedures, so citizen choice is much more constrained.
