Portnoy muttered as he slammed the car door. His younger brother Tommy always got what he wanted, but Portnoy never got anything. His friend Bryan told him that parents always spoiled the youngest child, and Portnoy could plainly see that was exactly what was happening at his house.
Tommy had asked for a Wii for Christmas, and, sure enough, he had gotten it. On the other hand, Portnoy had asked for a new iPod, and his parents had gotten him clothes. Of course, he had to admit that he used the Wii as much as Tommy did, and the iPod he had served him well enough.
For Tommy’s birthday, his parents took all his friends out to the amusement park and had a big picnic. Everybody had brought presents. Portnoy’s biggest party was when his mother had brought cupcakes for his whole third-grade class, and he didn’t get any presents at that party.
But the puppy was proof positive that his parents favored Tommy. Portnoy had wanted a dog his whole life, but his parents always had some excuse for not getting one: not enough room, dogs are so dirty, you won’t take care of it. But when Tommy started whining about getting one of Charlie Cavender’s golden lab puppies, his parents hardly even argued with him. Two days later, Portnoy came home from school to find Tommy and his new puppy scrambling around the house.

D. "Tommy gets everything he wants."
The passage repeatedly shows Portnoy feeling that Tommy is spoiled and always gets what he wants (Wii, puppy, big birthday), so this matches Portnoy's viewpoint.
