I think Austrian ruler Joseph II most embraced Enlightenment ideas because he pushed for reforms based on reason, equality, and utility. He issued the Edict of Toleration to extend religious freedoms, reorganized the legal system, curtailed some noble privileges, and tried to improve peasants’ conditions, all reflecting Enlightenment principles.
