The Chinese. Merchants in Tang‐era China (7th–9th centuries) began using promissory notes called "flying cash" as early credit receipts, and the first government‑issued paper money — true banknotes/legal tender — appeared in Song dynasty China (around the 11th century, e.g. jiaozi in Sichuan). Later the Yuan dynasty expanded state paper currency, and Europe did not adopt banknotes until many centuries afterward.
