If the two marked angles are corresponding (or congruent alternate interior) angles made by transversal t with parallel lines m and n, they are equal. So

3x + 28 = 5x − 8
28 + 8 = 5x − 3x
36 = 2x
x = 18.

Check: 3(18)+28 = 82° and 5(18)−8 = 82°, so x = 18.
