Select: Position feature; Wrap text feature; Picture dialog box; Picture tools.

Reason: The Picture Tools (Format) tab exposes the Position and Wrap Text options and the Format Picture dialog, all of which let you change the image's wrapping/stacking so the text doesn't sit on top. The Insert tab is just for adding the picture, not for layout fixes.
