- Reapportionment is when seats in Congress are shared out after the count of people every ten years, and redistricting is when states redraw the lines for voting districts. These changes can make different people or neighborhoods have new leaders, change how much attention and money a community gets, and change how easy it is for people to vote.

- For example, senior citizens might be impacted if their neighborhood is split into two districts. If they are split, their needs for things like buses, clinics, or senior programs might get less attention because their votes are spread out.

- A detail to show this is if a state gains a seat after the census, one town might get a new representative who helps get a new school or road. Or if a city is put into a much larger district, it might get less funding for parks because the representative must serve many different places.
