- ✅ running schools — Education is primarily a state/local responsibility in the U.S.; states set standards, fund districts, and oversee K–12 systems.
- ✅ issuing driver's licenses — Licensing and vehicle regulation are classic state functions handled by DMVs.

Sometimes handled by states (but with important limits):
- ✅/⚪ borrowing money — States routinely borrow for infrastructure and operating needs, so this is appropriate at the state level; however, national borrowing/monetary policy is a federal responsibility.

Not appropriate for states (federal responsibilities):
- ⛔ making treaties with foreign countries — Diplomacy and treaty-making are exclusive federal powers.
- ⛔ fighting wars against foreign enemies — National defense and war powers are handled by the federal government.
