This quote applies to history -- but it can also apply to a person's life.

In history, much happened in the first 50 years of the 20th century. We had the development of motion pictures, radio, TV, and the proliferation of cars and electricity. We fought two world wars and underwent the Great Depression. Other than going into space and the invention of the internet, not much memorable happened in the last half of the 20th century.

Can it also mean that there are years when nothing occurs and then within a few weeks, something massive can occur?

Yes. Think back over your life. Did you have some weeks or days when you made a big change (starting a new school or job, marriage, etc.) in a few days or weeks. As you look back, you'll probably think of some years where nothing much seemed to happen.
