I need one quick clarification about which sides correspond between the two quadrilaterals. Which vertex in DEFG corresponds to H in HIJK (i.e. is the vertex order D→E→F→G matched to H→I→J→K)?

If the figures are matched so that the left side of DEFG (length 15) corresponds to HI, and the bottom of DEFG (length 31) corresponds to the top of HIJK (length 47), then the scale factor from DEFG to HIJK is 47/31. So

HI = 15 * (47/31) = 705/31 ≈ 22.7 (to the nearest tenth).
