Proposal for Part-Time Street Closure of Park Lane
The Rowland Town Council proposes that Park Lane be closed to motor
vehicle traffic every Sunday. Traffic would be diverted from 11 a.m. to 7 p.m.
The “Park Lane Walk” would take place from April to mid-November. This will
allow pedestrians, cyclists, and others to enjoy Park Lane without noisy and
dangerous traffic.
In January 2024, we completed a cost-benefit analysis of this proposal. See
Figure A.

About 85% of the population within 2 miles of Park Lane lives in apartment
buildings. These buildings have limited access to open space. Furthermore,
an estimated30% of households do not have access to vehicles. These
families cannot drive to green spaces such as parks.
The proposed closure will increase access to open spaces. More foot traffic
will boost local businesses along the route (black arrows). This will increase
local tax revenues. Less traffic will result in fewer vehicle accidents. Based
on our analysis, we find part-time street closure is an indisputable benefit.
