State governments often hold the real power over local governments—setting rules, directing or cutting funding, and even preempting city decisions—so local leaders can be hamstrung when trying to meet residents’ needs. While states can provide needed consistency and protect broader interests, that imbalance can undermine local democracy and stifle community-based innovation.
