I'm soo confused on how to solve this prboblem.

x+5/8x-3 = 11/2

The way you typed it .....
multiply each term by 8

8x + 5x - 24 = 44
13x = 68
x = 68/13

If you meant ...

x+5/(8x-3) = 11/2
....

if you meant , I will guess that was the one.
(x+5)/(8x-3) = 11/2
cross-multiply
88x - 33 = 2x + 10
86x = 43
x = 43/86
x = 1/2
