Not quite. When rounding to the nearest thousand, look at the hundreds digit (the digit right after the thousands place). In 78,400 the hundreds digit is 4, which is less than 5, so you round down to 78,000.

(Also: 78,400 is 400 away from 78,000 but 600 away from 79,000, so 78,000 is closer.)
