The Canadian government has actively promoted and protected a distinct national culture through measures such as Canadian content rules (CanCon) enforced by the CRTC — including radio/TV quotas and the MAPL system for music — and by creating and funding national cultural institutions (CBC/Radio‑Canada, the National Film Board and Telefilm Canada) to produce and promote Canadian programming and films. It has also enacted policies to reinforce linguistic and cultural difference (the Official Languages Act and the Multiculturalism Act) and pushed for a “cultural exemption” in trade agreements and UNESCO conventions so cultural goods and services aren’t treated only as commercial commodities.
