you should have come across the property that the slopes of perpendicular lines are "negative reciprocals" of each other.
slope of y = 3x+ 5 is 3
so the slope of new line is -1/3
new equation: y = (-1/3)x + b
sub in the point(4,-3) to find b
replace b in the new equation and you are done.
