The structure and organization of Congress — two chambers (the House and the Senate), leaders, and many committees — affect how quickly and carefully laws are made because bills must pass different steps and win approval from different groups. For example, a bill to change school funding might pass the House but then go to a Senate committee where it’s changed or delayed before both chambers agree, which can slow the process but also force compromises.
