Congress is made of two chambers—the House of Representatives and the Senate—which share the job of making laws and must both agree before a bill becomes law. It is organized with leaders (like the Speaker) and many committees that decide which bills get discussed and changed, so these rules and roles affect how quickly laws are made and whose ideas get attention. For example, a school funding bill might be written by a House committee, debated and amended in the Senate, and only become law if both chambers pass the same version and the President signs it.
