Congress is split into the House and the Senate so it can balance the will of the people (House) with the interests of the states (Senate), and having different term lengths and sizes often makes passing laws slower but more careful. Committees and leaders organize the work so members can focus on specific issues, but that also means a few people and groups have a lot of power in deciding which bills move forward.
