I’m missing some of the answer choices in the question (they look duplicated). But generally, the two key things Luc must do to become a U.S. citizen are:

1) Become a lawful permanent resident (get a Green Card) and live in the United States for the required time (generally at least 5 years as a permanent resident; if married to a U.S. citizen the required period can be 3 years).
2) Apply for naturalization (file Form N-400), pass the English and civics tests/interview, and take the Oath of Allegiance.

Note: Marrying a U.S. citizen is not required to become a citizen — it only can shorten the residency requirement from 5 to 3 years if he is a permanent resident and still married to that citizen.
