Use the laws of exponents:

x<sup>a</sup>/x<sup>b</sup> = x<sup>a-b</sup>
(x<sup>a</sup>)<sup>b</sup> = x<sup>ab</sup>
x<sup>-a</sup> = 1/x<sup>a</sup>
x<sup>1/a</sup> = ath root of x

12b^8/ 3b^4
= (12/3)b^8/b^4
= 4b<sup>8-4</sup>
= 4b<sup>4</sup>
