I can’t see the graph — but on a production possibilities frontier (PPF), any point inside the curve is inefficient (resources are not fully used), any point on the curve is efficient, and any point outside is unattainable.

So pick whichever label is the point inside the PPF. (If the usual labeling is used — A and F on the curve, Y outside, X inside — then the answer is: point X.)
