Without rules or leaders and with everyone wanting the same limited resources, conflicts and fights are likely as people compete and try to take what they need. Overuse of shared resources (the tragedy of the commons) and free-rider behavior can leave the group worse off and make cooperation difficult. A government or some form of agreed authority can set rules, mediate disputes, and enforce agreements so resources are allocated more fairly and sustainably. It can also organize collective tasks (like building shelter or finding food) that benefit everyone and reduce chaos.
