Without rules and leaders, people would likely fight or hoard scarce resources, leading to violence, mistrust, and unequal access. Competition without coordination can waste effort and cause the commons (like a freshwater source) to be overused and depleted. Free-riding and lack of agreed plans would make building shelter, organizing food production, and keeping everyone safe difficult. A government or agreed authority could set and enforce rules, allocate resources fairly, coordinate labor and long-term planning, and resolve disputes to keep the group stable.
