Shared resources would be overused or hoarded, leading to shortages and the "tragedy of the commons." Without coordination, important tasks (like building shelter or finding food) might be duplicated or ignored, and disputes would go unresolved. A government or some agreed authority helps by making and enforcing rules, organizing resource sharing and cooperation, and settling conflicts so the group can survive and plan for the future.
