Without rules and leaders, people might fight over food, water, and shelter, and stronger individuals could take resources from weaker ones. Lack of coordination could lead to wasted effort and nobody organizing tasks like building shelter or finding food. Disputes would be hard to resolve fairly, so violence or theft might become common. A government or agreed authority could create and enforce rules, coordinate work and resource sharing, and provide a neutral way to settle conflicts so the group survives more safely and efficiently.
