Without rules or leaders, people might fight over scarce food, water, and shelter, leading to violence, hoarding, or wasteful competition that depletes resources. Lack of coordination would make it hard to build durable shelters, find food safely, or respond to injuries and storms. A government (or any agreed system of rules and enforcement) would help by creating fair rules, resolving disputes, and organizing labor and resources so the group can survive more efficiently. Clear leadership and laws also encourage cooperation and long-term planning, which prevents short-term selfishness from ruining everyone's chances.
