A function is a rule that assigns to each input exactly one output. In other words, every element of the domain is paired with a single value in the range (an input cannot have two different outputs).

In the table the inputs are the days of the week and the outputs are the number of children in the car. Each day (Sunday, Monday, Tuesday, Wednesday, Thursday, Friday, Saturday) is listed once and is paired with exactly one number (2, 4, 4, 3, 4, 3, 0). No day is paired with more than one number, so each input has a single output. Therefore the table represents a function.
