Tactics can include restricting imports or market access, diverting relief to friendly areas, imposing rationing that favors certain groups, or using bureaucratic controls and checkpoints that make food access contingent on political loyalty; the result is fear, malnutrition, weakened civic institutions and increased fragility of communities. Such strategies are widely condemned on ethical grounds and, in many contexts (e.g., sieges or deliberate withholding of humanitarian aid), violate international humanitarian law and can constitute crimes against civilians.
