Federalism is a system of government in which power is divided and shared between a central (national) government and regional (state) governments, each with their own spheres of authority. The framers created this distinctly new form because they needed something stronger than the loose Confederation under the Articles—able to levy taxes, regulate commerce, and provide for common defense—but they also distrusted a wholly centralized (unitary) government that could become tyrannical. Federalism preserved state sovereignty and local control over many matters while giving the national government enough authority to act effectively for the whole nation.

The choice was therefore a political and practical compromise: federalism balanced the concerns of large and small states (and of those who feared concentrated power) by dividing and enumerating powers, embedding checks and balances, and leaving residual powers to the states (later reinforced by the Tenth Amendment). This arrangement aimed to prevent either level from becoming dominant, promote experimentation through state “laboratories,” and secure liberty by diffusing governmental authority rather than concentrating it in a single, unitary center.
