I can't see the plot you mentioned. Could you either upload the scatter-plot image or list the plotted points (hours, cars)? Once I can see the data I will pick the outlier(s) and give parts (b) and (c).

If you prefer to do it yourself: an outlier is any point that sits far away from the overall pattern or cluster of points. Give the coordinates as an ordered pair (hours, cars), e.g. (6, 42).
